Table g: Schedule of Fixed Moving Payments <br />Source: Federal Highway Administration (effective August 24, 2015). <br />2, Rental Assistance to Tenants /Owner- Occupants Who Choose to Rent <br />A tenant or an owner - occupant displaced from a dwelling may be entitled to a RHP in the form <br />of rental or down payment assistance not to exceed $7,20o. The MAP -21 amended RHPs for <br />displaced tenants to $7,2oo. A payment in excess of $7,200 would be made under the provisions <br />of the Last Resort Housing Program (LRH), which is discussed in Section W.G., Last Resort <br />Housing. A displacee may be entitled to a RHP in the form of rental or down payment assistance <br />if the displacee: <br />1. Has actually and lawfully occupied the displacement dwelling for at least go days <br />immediately prior to the ION; and <br />2. Has rented, or purchased, and occupied a decent, safe, and sanitary replacement <br />dwelling within one year (unless the City extends this period for good cause) after: <br />a. For a tenant, the date he or she moves from the displacement dwelling; or <br />i. For an owner - occupant, the later of: <br />1. The date final payment is received for the displacement dwelling, or in the <br />case of condemnation, the date the full amount of estimated just <br />compensation is deposited with the court; or <br />2. The date the owner - occupant moves from the displacement dwelling. <br />Rental /down payment assistance payment amounts are equal to 42 times the difference <br />between the base monthly rent and the lesser of: <br />1. The monthly rent and estimated average monthly cost of utilities for a comparable <br />replacement dwelling; or <br />z. The monthly rent and estimated average monthly cost of utilities for the decent, safe, <br />and sanitary replacement dwelling actually occupied by the displaced person. <br />The base monthly rent for the displacement dwelling is the lesser of: <br />1. The average monthly cost for rent and utilities at the displacement dwelling for a <br />reasonable period prior to displacement, as determined by the City. For owner - <br />occupants or households that paid little or no rent, fair market rent would be used as a <br />substitute for actual rent; or <br />17 <br />55A -29 <br />
