Formation of the Santa Ana Workforce Development <br />Board and Appointment of Members <br />May 17, 2016 <br />Page 2 <br />DISCUSSION <br />On January 28, 2000 Santa Ana was designated as a Local Workforce Investment Area by the <br />Governor for the purposes of carrying out the provisions of the Workforce Investment Act of <br />1998 (WIA). On March 7, 2000 City Council adopted Resolution No. 2000 -015 creating the <br />Workforce Investment Board to oversee implementation of WIA in the City. <br />The Workforce Innovation and Opportunity Act of 2014 (WIOA) was signed into law on July 22, <br />2014, which further integrates workforce systems across multiple federal agencies and <br />suspended the Workforce Investment Act of 1998. WIOA expands workforce offerings in which <br />to develop a skilled workforce and to respond to local businesses and industry needs. Interim <br />implementation of WIOA began July 1, 2015 with full compliance required July 1, 2016. <br />The Governor, in consultation with the State Workforce Development Board, approved initial <br />designation as a Local Workforce Development Area (LWDA) to the City on June 23, 2015. <br />WIOA requires that there shall be a local Workforce Development Board (WDB) in each local <br />area to work in partnership with City Council to provide workforce policy guidance for the City's <br />workforce system in accordance with applicable federal laws, rules and regulations that are not <br />inconsistent with state and City laws, rules and regulations. <br />The WDB composition requirements under WIOA differ from the previous Workforce Investment <br />Act requirements in that the mandated one stop partners are no longer required to sit on the <br />WDB allowing Santa Ana to reduce its board size from 35 members to as small as 19 members. <br />The WIB has held a study session and at their March 17, 2016 meeting approved forwarding a <br />recommendation to establish a WDB comprised of 25 members. <br />WIOA Section 107(b)(2)(A -D) requires that a local WDB be comprised of representatives from <br />specific categories and that the number of WDB members in the categories be proportional in <br />different ways to the total membership while maintaining a greater than 50 percent <br />representation from the business sector. Board members are to be appointed by the City <br />Council under the categories of membership, prescribed by law, as follows: <br />1. Representatives from local businesses <br />2. Representatives from labor, labor registered <br />(Apprenticeship, and Community Based Organization) <br />3. Representatives from local education institutions <br />4.
