(Amezcua, Martinez and Pulido absent). <br />Public hearing opened and closed at the April 19, 2016 City Council meeting. <br />The following spoke in support of the revised ordinance: <br />Lou Penrose and Nicholas Dunlap, representing the Apartment Association of <br />Orange County. <br />Councilmember Benavides, requested clarification on proposed changes; how <br />does PREP address the substandard condition of some apartments. <br />Planning and Building Executive Director Hassan Haghani, noted that fee <br />reduced to $2 among a few other changes; PREP program purpose and options <br />to address repeat offenders. <br />MOTION: Place revised ordinance on first reading and authorize <br />publication of title. <br />ORDINANCE NO.
