V.ENTERMISE <br />UTC>MATION <br />Nothing Leaves Enterprise Untested <br />Enterprise Automation <br />210 Goddard INIne CA 92618 USA <br />Tel 949.769-6000 Fax 949-7696005 <br />.oainte ratocconv <br />After reviewing the RFP scope EA as concluded that the City intends FAT <br />documentation to be developed for the only the control system testing, and does not <br />include FAT documentation for the physical PLC panel checkout. <br />EA strongly recommends that the FAT documentation is also prepared for the physical <br />PLC panel checkout. Although EA's cost proposal shows development of panel FAT <br />documentation, it is likely that the 80 hours allocated to this task will not accommodate <br />the additional effort required and that the amount will have to be increased. <br />4.3 FAT/ SAT Protocol Observation <br />As per the RFP scope, EA has provided an allowance of 40 hours to oversee the PCS <br />integrator's FAT and 60 hours to oversee the PCS integrator's SAT testing and ensure <br />they are in compliance with the FAT and SAT protocols developed for the project. <br />EA will scan and submit the completed FAT and the SAT test procedures results once <br />testing is completed. <br />After reviewing the RFP scope EA has concluded that the City intends that only the <br />control system testing will be monitored by EA, and oversight of the physical PLC <br />panel checkout is not included. <br />EA strongly recommends that EA provides oversight of the physical PLC panel <br />checkout. Although EA's cost proposal shows oversight of the physical PLC panel <br />checkout, it is likely that the 40 hours allocated to this task will not accommodate the <br />additional effort required and that the amount will have to be increased. <br />For both the physical PLC panel FAT and the control system FAT, EA has assumed <br />that the location of testing will be local to the orange county region. <br />4.8 Commissioning Support <br />As per the RFP scope, EA has provided an allowance of 60 hours to assist the <br />Contractor and the PCS integrator with commissioning/startup of the facility. <br />EA will scan and submit the resulting commissioning test procedures results once <br />startup is competed completed. EA expects the SAT phase to commence immediately <br />after commissioning/startup has been completed, <br />4.0.1 General PLC Standards <br />EA will develop the following general PLC standards based on outcomes of the site <br />operations workshops performed early in the project: <br />1.
