The plan will <br />include the identification of EAM vendors that <br />are appropriate to serving the needs of the City, <br />support materials for EAM RFP processes, and <br />guidance for vendor evaluation and selection. <br />4.1. Define !Enterprise Asset Management <br />Strategy — Psomas will define an EAM <br />vision, mission, and objectives based on <br />the needs assessment findings and EAM <br />system design document. This strategy <br />definition guides the specific implementation <br />plan elements. <br />4.2. Develop Implementation Project <br />Definitions — Psomas will prepare <br />implementation project definitions that <br />address strategic initiative requirements <br />and goals. The project definition approach <br />provides a method for plan implementation <br />that enables incremental results for each <br />project, and facilitates prioritization and <br />budgeting. Each project will be presented <br />in a common format to simplify comparative <br />review. <br />Projects will support a phased EAM <br />implementation that is adaptable to <br />changing priorities of the City. Key projects <br />will include system procurement and <br />deployment, change management to new <br />workflows and systems, asset inventory <br />updating, condition assessment, asset <br />class master planning, establishing KPls <br />and measurement systems. The projects <br />are described in sufficient detail to fund and <br />launch the projects. <br />Contents of the project descriptions include: <br />Project title and objective <br />Scope of work <br />Deliverables <br />Outcomes <br />Sponsors and stakeholders <br />Resource needs (Staffing, equipment, <br />software, consultant services) <br />Planning budget <br />Planning schedule <br />4.3. Develop Implementation Plan <br />Document — Psomas will develop the final <br />implementation plan, including the following <br />sections: <br />• Executive Summary — design for <br />executive management audience <br />• Project Overview — purpose, audience, <br />uses of the plan <br />• Needs Assessment Summary — key <br />findings from the needs assessment <br />phase <br />• Strategic Asset Management initiatives — <br />list of recommended strategic initiatives <br />• EAM System Recommendation — <br />summary of EAMS technology and <br />system recommendations <br />• Recommended Implementation <br />Projects — recommend projects and <br />definitions <br />• Implementation Roadmap —phase <br />sequencing, implementation schedule, <br />and fiscal projection <br />• Appendices — include supporting <br />documents, workflow diagrams, etc. <br />4.4. Facilitate Final Plan Presentation — <br />Psomas will present the final <br />implementation plan to key stakeholder <br />groups.
