Reject four bids considered nonresponsive to the specifications. <br />2. Authorize a one -time purchase and payment of purchase order to California Waters <br />Development, Inc. to furnish and install variable frequency drives and pump motors at <br />designated community pools in an amount not to exceed $ 45,800, which includes $3,000 <br />contingency, subject to non - substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The Parks, Recreation and Community Services Agency General Maintenance Division is <br />responsible for maintaining public pools. To save on utilities the use of variable frequency drives <br />(VFD's) was recommended to automatically reduce the water circulation rate during off hours. <br />The Notice Inviting Bids was advertised on February 16, 2016 on the City's online bid <br />management and publication system. A summary of the bid invitations and bids received is as <br />follows: <br />38 Vendors notified <br />18 Vendors downloaded the bid packet <br />6 Bids received <br />Bids were opened on March 17, 2016 and evaluated (Exhibit 1). The bid received from California <br />Waters Development, Inc. is responsive to the specifications and meets the City's requirements. <br />The award amount of $45,800 includes a $3,000 contingency amount to allow for unanticipated <br />charges. <br />22C -1 <br />
