REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 7, 2016 <br />TITLE: <br />AGREEMENTS WITH KPFF CONSULTING <br />ENGINEERS AND IDS GROUP, INC., FOR <br />CONSTRUCTABILITY REVIEW SERVICES <br />{STRATEGIC PLAN NO. 6, 1C} <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />Q As Recommended <br />[I As Amended <br />❑ Ordinance on 161 Reading <br />® Ordinance on 2ntl Reading <br />® Implementing Resolutlon <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute agreements with KPFF <br />Consulting Engineers and with IDS Group, Inc., to provide constructability review services for a <br />two -year period beginning June 8, 2016 and expiring June 7, 2018, with provisions for two one - <br />year renewal options exercisable by the City Manager and City Attorney, in an amount not to <br />exceed $400,000 for each consultant over the entire term of the agreement, including any <br />renewals, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency oversees all construction for capital improvements projects (CIPs). <br />Some construction projects are complex and involve multiple engineering disciplines. To reduce <br />potential design errors and inconsistencies, as well as ensure that these projects are biddable, <br />buildable, cost effective, and maintainable, a constructability review is needed prior to <br />advertising the projects. Constructability reviews generally yield cost savings from the value <br />engineering and cost avoidance. It is common that a 2 -to -3 percent of project cost be invested <br />in constructability reviews. <br />Constructability review may be needed for civil engineering, electrical engineering, mechanical <br />engineering, structural engineering, architectural, and landscaping projects. City Engineering <br />staff, collectively, do not have the all of these engineering licenses and expertise. Therefore, it is <br />recommended that constructability review services be provided by qualified professional <br />consulting firms that have a full range of specialty licenses to meet the agency goal and deliver <br />high quality, cost effective and timely projects. <br />On February 16, 2016, the Public Works Agency released a Request for Proposals (RFP) on the <br />City's website and notified qualified consulting firms. Three proposals were received and <br />evaluated by a review committee from the Public Works Agency. One proposal was not fully <br />scored because it did not meet the minimum qualifications listed in the RFP. <br />25C -1 <br />
