The Planning Commission made no changes to the <br />recommendation outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />Centro Cultural Banquet Hall occupies a 5,699- square foot tenant suite without the required <br />permits on a 3.77 -acre shopping center at the southwest corner of Lincoln Avenue and <br />Seventeenth Street. Two commercial buildings, one of which contains a Hometown Buffet <br />restaurant, are located on the site. The other, larger commercial building contains a mix of <br />restaurant, service, office, and laundry uses, as well as the subject banquet facility, currently <br />operating without permits. The entire site contains 231 parking spaces. <br />The subject facility has been operating without the necessary life safety equipment, permits, and <br />land use entitlements since at least 2011. The tenant and property owner were first notified in 2011 <br />that banquet facilities require approval of a CUP. Following this notification, the tenant and property <br />owner were cited with a notice of violation, which required application for a CUP, a City business <br />31A-1 <br />
