', <br />Joseph Rodriguez, representing El Cortez Restaurant, is requesting approval of a conditional use <br />permit to allow an ABC license for the on- premise sale and consumption of beer, wine and distilled <br />spirits at El Cortez Restaurant at 1227 East Seventeenth Street. Pursuant to Section 41 -196 of the <br />Santa Ana Municipal Code (SAMC), establishments that sell alcoholic beverages require a <br />conditional use permit. <br />Proiect Location and Site Description <br />The project site is located near the northwest corner of Grand Avenue and Seventeenth Street and is <br />within the center, which consists of five buildings on 14 acres of land. There are approximately <br />191,225 square feet of commercial, retail, and restaurant uses that currently exist on the site. A total of <br />650 parking spaces are provided for the site. <br />El Cortez Restaurant intends to occupy one of the five buildings, a 5,427 - square -foot structure that <br />was constructed in 1969. The site is surrounded by commercial uses to the east, west, north and <br />south (Exhibits 1, 2 and 3). <br />The General Plan land use designation for the site is General Commercial (GC). General Commercial <br />land -use districts are key components in the economic development of the City as they provide highly <br />visible and accessible commercial development along the City's arterial transportation corridors and <br />provide important neighborhood facilities and services, such as this restaurant.
