REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 7, 2016 <br />TITLE: <br />VARIANCE NO. 2016 -04 FOR A REDUCTION <br />IN REQUIRED PARKING FOR THE SANTA <br />ANA ARTS COLLECTIVE ADAPTIVE REUSE <br />PROJECT LOCATED AT 1666 NORTH MAIN <br />STREET - MICHELLE COULTER, APPLICANT <br />(STRATEGIC PLAN NOS. 3,2,5; 5, 3,4) <br />CITY MAN ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />El Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Pubilc Hearing For,__ <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Variance No. 2016 -04 as conditioned. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on May 9, 2016 by a vote of 4:0 (Alderete, McLoughlin, Verino absent), the <br />Planning Commission adopted a resolution approving Variance No. 2016 -04 as conditioned to <br />allow the reduction in required parking for the Santa Ana Arts Collective adaptive reuse project at <br />1666 North Main Street located in the Midtown Specific Plan (SP -3) zoning district. The Planning <br />Commission made no changes to the recommendation outlined in the attached staff report <br />(Exhibit A). <br />DISCUSSION <br />Meta Housing Corporation is proposing an adaptive reuse project to convert an existing five -story <br />office building to residential, commercial, and community uses. The applicant is also proposing to <br />construct three additional structures and common open space on the site. Two of these structures <br />would contain two stories and the third would be single -story. All three structures would contain <br />residential units. A total of 58 affordable residential units and 113 parking spaces would be provided <br />on site, as well as on -site amenities, open space, galleries, and community rooms. Full -sized plans <br />are available for public viewing in the Clerk of the Council Office. <br />The project, pursuant to Section 41 -1903 of the Santa Ana Municipal Code, is exempt from the <br />Housing Opportunity Ordinance. No Housing Inclusionary Plan is required. <br />31 D -1 <br />
