REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 7, 2016 <br />TITLE: <br />RESOLUTION AUTHORIZING THE <br />SUBMISSION OF APPLICATIONS FOR <br />BICYCLE CORRIDOR IMPROVEMENT <br />PROGRAM GRANTS <br />(STRATEGIC PLAN NO. 1, 3B) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />.•P;• _o <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 16` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the Executive Director of the Public Works Agency to submit five <br />applications for Bicycle Corridor Improvement Program grants. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) issued a call for Bicycle Corridor <br />Improvement (BCI) Program applications for federal Fiscal Years 2016 -17 and 2017 -18. BCI is <br />a federally funded program which provides construction funds for projects that improve safety <br />and convenience for bicycle commuters. <br />In response to this call, staff prepared and submitted five applications for the following projects: <br />• Protected Bike Lanes on Bristol Street, Edinger Avenue to First Street <br />• Class II Buffered Bike Lanes <br />o Edinger Avenue, Bristol Street to Flower Street <br />o Bristol Street, Central Avenue to Sunflower Avenue <br />• Class II Bike Lanes on Hazard Avenue, Euclid Street to Harbor Boulevard <br />• Citywide Bike Racks <br />• Various Bike Boulevards <br />The grant program guidelines require submission of an authorizing resolution (Exhibit 1) to <br />complete the applications. The project descriptions include estimated costs (Exhibit 2) and the <br />general locations of the projects shown in the project location map (Exhibit 3). <br />The proposed projects will provide needed bicycle infrastructure, including protected or buffered <br />bike lanes, bicycle boulevards, and citywide bike racks. These projects will improve traffic safety, <br />encourage active transportation, and increase mobility. Although the application deadline is May <br />9, 2016, the grant program guidelines allow the authorized resolution to be submitted after the <br />application deadline. <br />55D -1 <br />
