First Street Apartments Project <br />Relocation Plan <br />II. ASSESSMENT OF RELOCATION NEEDS <br />A. SURVEY METHOD <br />To obtain information necessary for the preparation of this Plan, personal interviews with the <br />business owners to be permanently displaced were conducted in March, April and July 2015 by <br />OPC staff. Based on information provided by the property owner, property manager, and the <br />business owners and collected via on -site inspections and interviews, there are ten business <br />tenants on the Project site and a cell tower. <br />The interviewer was successful in obtaining survey responses from all 11 Project site occupants <br />identified to OPC staff. In addition, the property manager of the site (with full knowledge of the <br />property owner) lives with two or three others in one of the office units and uses the common <br />exterior hallway restrooms. The data in this section of the Plan are based solely on the <br />unsubstantiated responses of those individuals who participated in the survey. <br />Inquiries made of the commercial occupants pertained to the type and description of the <br />business, number of employees, annual revenues, specialty equipment, permits and licenses, <br />hours of operation, special needs related to the relocation of the business, and preferred area to <br />relocate. Inquiries made of the residential occupants concerned household size and composition, <br />income, rent and utilities payments, length of occupancy, ethnicity, home language, physical <br />disabilities, legal presence status, and replacement housingpreferences. <br />B. FIELD SURVEY DATA - COMMERCIAL <br />1. Current Occupants <br />There are ten commercial occupants on the Project site with operating businesses consisting <br />of six non - profit religious organizations, two medical /health care providers, an employment <br />agency and a music production/classes business. The business owners rent spaces ranging <br />from 800 SF - 11,000 SF. Current rental rates range from $0.29 /SF - $1.29 /SF on the Project <br />site. All of the businesses are currently on month to month leases. There is also a cell tower <br />on the site. <br />Statistics provided by the business owners indicate the total number of full -time and part- <br />time employees (not including the owners) impacted by the Project is approximately 31, and <br />there are approximately 17 volunteers that assist several of the businesses on the Project site <br />as well. <br />There were no special replacement site requirements for the businesses stated by the owners <br />other than their desire to remain in the Santa Ana area on a site with adequate meeting /office <br />space, restrooms and adequate parking. The businesses should easily be able to relocate into <br />alternate commercial spaces. <br />55F -12 <br />
