First Street Apartments Project <br />Relocation Plan <br />INTRODUCTION <br />AMCAL Multi- Housing, Inc. (the "Developer ") has authorized the preparation of a Relocation <br />Plan to be undertaken in connection with the commencement of the proposed new affordable <br />housing project called the First Street Apartments Project ( "Project "). The Developer has <br />acquired the property located at 1440 E. First Street in Santa Ana, CA as the proposed Project <br />site. Existing structures, including multiple commercial uses, will be demolished to allow for the <br />new construction. <br />The Project entails the new construction of 69 affordable multi - family rental units within six <br />residential buildings. Each building will be three stories with tuck -under parking. The units <br />within the Project will consist of 35 two - bedroom units, 28 three - bedroom units and six four - <br />bedroom units, all but one unit to be rented to families with household incomes at 30% and 60% <br />of the area median income (AMI). One two - bedroom unit will be a manager's unit. <br />Funding for the Project will come from multiple financing sources, including eight Project Based <br />Vouchers from the Housing Authority of the City of Santa Ana and a conditional pre - <br />commitment of Inclusionary Housing Funds from the City of Santa Ana. AMCAL will leverage <br />these local funds to secure an allocation of 9% tax credits from the California Tax Credit <br />Allocation Committee. The remaining financial gap will be filled with a construction loan and <br />then a permanent loan provided by a to- be- detennined lender. <br />Due to the necessary demolition of existing structures, all current Project occupants will need to <br />be permanently relocated. The needs and characteristics of the displaced population, available <br />relocation resources and the Developer's program to provide assistance to each affected person <br />are general subjects of this Relocation Plan (Plan). <br />This Plan conforms to the requirements of the Uniform Relocation Assistance and Real Property <br />Acquisition Policies Act of 1970, as amended, HUD Handbook 1378, California Government <br />Code 7260, and Title 25 of the California Code of Regulations. (Section 104(d) does not apply, <br />because no residential units will be affected.) <br />This Plan is organized in five sections: <br />Project description (SECTION 1); <br />2. Assessment of the relocation needs of persons subject to displacement (SECTION II); <br />3. Assessment of available replacement residential units and commercial sites within the <br />City of Santa Ana (SECTION I1I); <br />4. Description of the Developer's relocation program (SECTION IV); <br />5. Description of the Developer's outreach efforts, Project timeline and budget (SECTION <br />V). <br />y �� <br />
