2015 URBAN WATER MANAGEMENT PLAN <br />anticipated to continue for the next 25 years and will result in continued water saving and reduced <br />consumption levels. <br />2.4.4 Total Water Demand Projections <br />Based on the information provided above, the total demand for potable water is listed below in Table 2 -6 <br />below. Recycled water demand is projected to remain constant through the planning horizon. <br />Table 2 -6: Total Water Demands (AF) <br />2.4.5 Water Use for Lower Income Households <br />Since 2010, the UWMP Act has required retail water suppliers to include water use projections for single - <br />family and multi- family residential housing for lower income and affordable households. This will assist the <br />City in complying with the requirement under Government Code Section 65589.7 granting priority for <br />providing water service to lower income households. A lower income household is defined as a <br />household earning below 80 percent of the median household income (MHI). <br />DWR recommends retail suppliers rely on the housing elements of city or county general plans to quantify <br />planned lower income housing with the City's service area (DWR, 2015 UWMP Guidebook, February <br />2016). The Regional Housing Needs Assessment (RHNA) assists jurisdictions in updating general plan's <br />housing elements section. The RHNA identifies housing needs and assesses households by income level <br />for the City through 2010 decennial Census and 2005 -2009 American Community Survey data. The fifth <br />cycle of the RHNA covers the planning period of October 2013 to October 2021. The Southern California <br />Association of Governments (SCAG) adopted the RHNA Allocation Plan for this cycle on October 4, 2012 <br />requiring housing elements updates by October 15, 2013. The California Department of Housing and <br />Community Development reviewed the housing elements data submitted by jurisdictions in the SCAG <br />region and concluded the data meets statutory requirements for the assessment of current housing <br />needs. <br />The housing elements from the RHNA includes low income housing broken down into three categories: <br />extremely low (less than 30 percent MHI), very low (31 percent - 50 percent MHI), and lower income (51 <br />arcadis.com 75E -29 2 -9 <br />
