2015 URBAN WATER MANAGEMENT PLAN <br />state's water reduction goal. The City may choose to comply with SBx7 -7 individually or as a region in <br />collaboration with other retail water suppliers. Under the regional compliance option, the City is still <br />required to report its individual water use targets. The City is required to be in compliance with SBx7 -7 <br />either individually or as part of the alliance, or demonstrate they have a plan or have secured funding to <br />be in compliance, in order to be eligible for water related state grants and loans on and after July 16, <br />2016. <br />For the 2015 UWMP, the City must demonstrate compliance with its 2015 water use target to indicate <br />whether or not they are on track to meeting the 2020 water use target. The City also revised their <br />baseline per capita water use calculations using 2010 U.S. Census data. Changes in the baseline <br />calculations also result in updated per capita water use targets. <br />DWR also requires the submittal of SBx7 -7 Verification Forms, a set of standardized tables to <br />demonstrate compliance with the Water Conservation Act in this 2015 UWMP. This form is included as <br />Appendix B. <br />2.5.1 Baseline Water Use <br />The baseline water use is the City's gross water use divided'' by its service area population, reported in <br />gallons per capita per day (GPCD). Gross water use is a measure of water that enters the distribution <br />system of the supplier over a 12 -month period with certain allowable exclusions. These exclusions are: <br />• Recycled water delivered within the service area <br />• Indirect recycled water <br />• Water placed in long term storage <br />• Water conveyed to another urban supplier <br />• Water delivered for agricultural use <br />• Process water <br />Water suppliers within the OC Basin, including the City, have the option of choosing to deduct recycled <br />water used for indirect potable reuse from their gross water use to account for the recharge of recycled <br />water into the OC Basin by OCWD, historically through Water Factory 21, and now by the Groundwater <br />Replenishment System (GWRS). <br />Water suppliers must report baseline water use for two baseline periods, the 10- to 15 -year baseline <br />(baseline GPCD) and the five -year baseline (target confirmation) as described below. <br />2.5.1.1 Ten to 15 -Year Baseline Period (Baseline GPCD) <br />The first step to calculating the City's water use targets is to determine its base daily per capita water use <br />(baseline water use). This baseline water use is essentially the City's gross water use divided by its <br />service area population, reported in GPCD. The baseline water use is calculated as a continuous (rolling) <br />10 -year average during a period, which ends no earlier than December 31, 2004 and no later than <br />December 31, 2010.
