detention facility and improve conditions and services; requested <br />consideration of reduced fee study cost. <br />Councilmember Tinajero, stated following facts for the record — US has <br />5% of population but highest number incarcerated; Wall Street Journal <br />indicated that although illegal immigration increased, violent crime rates <br />dropped; Public Institution of CA is incarceration rate of foreign born is <br />lower than those born in the U.S.; thanked speakers; opined that <br />immigrants are not cause of problems but does support phasing out of ICE <br />contract; embrace diversity to progress as a Nation. <br />Mayor Pulido, reiterated importance of respect for all; need to consider <br />ICE contract as a separate issue from ability to process detainees by our <br />police officers; actions need to be responsible to human beings. <br />Councilmember Benavides, asked is $50,000 was sufficient to provide <br />feasibility study. <br />City Manager Cavazos, noted that scope of work has not been prepared <br />and if needed will return to the City Council with request for increased <br />funding. <br />Motion to approve by Councilmember Benavides with amendment to <br />reduce feasibility study from $100,000 to $50,000. Motion seconded by <br />Mayor Pro Tern Sarmiento with friendly amendment as follow: include <br />language that the consultant will address reuse as well as improved <br />conditions at jail and alternatives to detention; include provision on ICE <br />contract that City will not renew contract and let it expire. <br />Mayor Pro Tern Sarmiento, asked if recommendation #4 was necessary; <br />clarified that option is not binding. <br />Mayor Pulido, opposed to recommendation #4; noted that matter <br />premature to officer retirement incentives absent the findings of study. <br />City Manager Cavazos, indicated that item #4 was voluntary and option for <br />employees and normal when seeking reductions. <br />FRIENDLY AMENDMENT TO MOTION: <br />1. Receive and file Council Update on Santa Ana Jail from February <br />2, 2016 City Council meeting. <br />2.
