Local Board W10A Implementation <br />Using the questions below, describe your Local Board's efforts toward implementing the <br />following key WIOA implementation provisions and designing a better system for customers. <br />1. What activities have you undertaken to design a better system for customers? Specifically, <br />describe any actions you have taken, or actions you plan to take, for the following topics: <br />a. Developing new services <br />• The Santa Ana WDB is exploring Job Readiness Training curriculums that teaches <br />skills needed to be successful in the workplace, rather than skills needed to get into <br />the workplace. Job readiness training will provide participants with specific <br />occupational competencies needed to perform specific work tasks on the job. Staff is <br />working with its EDD Vet Reps to streamline services targeting homeless veterans in <br />the area. <br />b. Entering into collaborative partnerships <br />• Entered into a collaborative partnership with the Senior Community Service <br />Employment Program (SCSEP). This program places low- income seniors, age 55 and <br />older, into subsidized, part -time community service training opportunities leading to <br />skill development and unsubsidized employment. Staff is collaborating with its EDD <br />Vet Reps to streamline services targeting homeless veterans in the area. <br />c. Creating innovative workforce development strategies in alignment with WIOA <br />• Staff is working closely with Anaheim and Orange County WIB on its Slingshot <br />initiative targeting general /advanced manufacturing and how to meet their <br />training and employment needs. Staff is also discussing with its Economic <br />Development co- workers on how to assist existing businesses with Incumbent <br />worker training. <br />d. Redesigning service delivery <br />• Realigned Wagner Peyser Services and WIOA Title I services to meet WIOA <br />requirements. Basic Labor Exchange services will be delivered by Wagner Peyser <br />staff. However, a job club program will be integrated which delivers basic career <br />services and individualized career services. Staff is also working closely with Title II <br />Adult Education and Literacy to streamline referrals and enrollments in the non- <br />credit credential training offerings. <br />e. Other WIOA transitional activities to design abetter system for customers <br />• WIOA funded transitional jobs program will co- enroll Disabled Veterans <br />Outreach program (DVOP) <br />• The TAA and WIOA programs will attempt to achieve 100% co- enrollment of TAA <br />program participants. Currently we have cross trained EDD /TAA staff to be the single <br />point of contact case manager and co- enroll into CalJobs so that the participant does <br />not have to bounce between the two entities. <br />Page 14 of 18 <br />
