Section 5 <br />Heritage Museum <br />The Heritage Museum consists of approximately 13 acres of area. The museum <br />site is bordered between the Mitchell Child Development Center and Greenville <br />Banning Flood Control Channel to the east, industrial buildings to the east, and <br />Godinez High School High School to the northeast. The primarily visual elernents <br />at Heritage Museum are historical structures, gardens and an open space <br />corridors. The site is visually separated into two areas. The southern portion of <br />the site is occupied with several historical buildings that are surrounded by fruit <br />trees, ornamental landscaping and a large Court yard. The northern portion of the <br />museum site consists predominately of open space. A rolling hill with a walking <br />path is situated in the center of the site that provides scenic vistas of the Heritage <br />Museum site, West of the rolling hill is agriculture demonstration garden. The City <br />Santa Ana General Plan does not identify any scenic vistas or scenic corridors at <br />the Heritage Museum, However, the site does contain trails and public vistas that <br />provide views of the open space and cultural resources at the Heritage Museum <br />site. The existing aesthetic condition, of Heritage Museum, where the monitoring <br />well would be constructed and an example of an underground monitoring well is <br />shown in Figure 13. <br />5.1.2 Regulatory Framework <br />The following are goals and policies from the City of Santa Ana General Plan that <br />pertain to aesthetic resources at Centennial Park and the Heritage Museum, <br />• Provide sufficient open space to meet the recreation and aesthetic <br />needs of the community. <br />• Maximize the City's aesthetic and visual appeal by increasing <br />vegetation throughout the community and by enhancing architecture, <br />historic and other visual resources. <br />• Maintain the open, natural and recreation features of Santiago Creek <br />and the Santa Ana River, to enhance these amenities as a passive and <br />active open space view corridor, <br />5.1.3 Thresholds of Significance <br />1. Would the project have a substantial adverse effect an a scenic vista? <br />2. Would the project substantially degrade the existing visual character or <br />quality of the site and its surroundings? <br />3.
