Section 5 <br />5.1.4 Environmental Consequences <br />IMPACT AR-1: Would the project have a substantial adverse effect on a <br />scenic vista? <br />Alternative 1: No Federal Action/No Project <br />Under Alternative 1, the project would not be implemented. Both Centennial Park <br />and the Heritage Museum would continue to operate as open space and cultural <br />resources. There would be no changes to existing scenic vistas within and into <br />Centennial Park and at the Heritage Museurn, <br />Alternative 2: Proposed Project <br />Centennial Park <br />Under the Proposed Project four injection wells and water supply and back flush <br />pipeline and two shared recreation/communication Structures would be <br />constructed at Centennial Park. <br />The construction of the water supply pipeline would require construction activities <br />within the east and west facing levees of the Santa Ana River, Existing views <br />along the Santa Ana River Trail would be temporary replaced with construction <br />activity and equipment. The temporary impacts to existing vistas Would be for a <br />short period of time and once the construction activities are completed existing <br />views of where the construction activities occurred' be returned to their pre- <br />project condition. Because the construction impacts would be for a short period <br />of time and existing views would be returned to their pre-project condition, the <br />potential short-term adverse impact to scenic vistas would be less than <br />significant. <br />The proposed water supply pipeline would extend along the noise piers of the <br />Edinger Avenue Bridge, Aesthetic treatment would be incorporated into the <br />design of the pipeline to compliment the aesthetic appearance of the bridge <br />structure. The pipeline would be well above the Santa Ana River Trail and would <br />not obstruct any views. Potential long term view shed impacts associated with <br />presence of the water Supply pipeline would be less than significant. <br />The injection wells and pipelines proposed within Centennial Park would be <br />located underground beneath existing parking areas. The only exposed part of <br />the injection wells would be two or three, 5'x 5' foot metal covers that would be <br />at grade withe the existing parking lot surface.
