Section 5 <br />Regional Operational Emissions General Conformity Analysis <br />The regional operational emissions General Conformity analysis for Alternative 4 <br />would be the same as the Proposed Project. Annual construction emissions of all <br />pollutants would be less than the applicable General Conformity thresholds. <br />General Conformity <br />Project emission would be the same as the Proposed Project, As shown in Table <br />12 the annual emissions Alternative 4 would generate would be less than the Cie <br />minimis threshold for General Conformity. Therefore, additional analysis would <br />not be required. <br />Mitigation Measure <br />No mitigation measures required. <br />Level of Impact <br />Alternative 1: No adverse impact <br />Alternative Z Less than significant adverse impact <br />Alternative 3: Less than significant adverse impact <br />Alternative 4, Less than significant adverse impact <br />IMPACT AIR-6: Would the project create objectionable odors affecting a <br />substantial number of people? <br />Odors can cause a variety of responses. The impact of an odor results from <br />interacting factors such as frequency intensity, duration, offensiveness, location, <br />and sensory perception, Odor is typically a warning system that prevents <br />animals and humans from consuming spoiled food or toxic materials. Odor- <br />related symptoms reported in a number of studies include nervousness, <br />headache, sleeplessness, fatigue, dizziness, nausea, loss of appetite, stomach <br />ache, sinus congestion, eye irritation,, nose irritation, runny nose, sore throat, <br />cough, and asthma exacerbation. <br />The SCAQMD's role is to protect the public's health from air pollution by <br />overseeing and enforcing regulations, The SCAQMD's resolution activity for odor <br />compliance is mandated under California Health & Safety Code Section 41700, <br />and falls Linder SCAQMD Rule 402. This rule on Public Nuisance Regulation <br />states; "A person shall not discharge from any source whatsoever such quantities <br />of air contaminants or other material which cause injury, detriment, nuisance, or <br />annoyance to any considerable number of persons or to the public, or which <br />endanger the comfort, repose, health or safety of any such persons or the public, <br />or which cause, or have a natural tendency to cause, injury or damage to <br />Mid Basin Centennial Park J I rnWreject Final ElR 5-36 <br />
