Section 5 <br />Resources Control Board (SWRCB) the permitting authority to implement the <br />NPDES program. The State Water Resources Control Board issues two baseline <br />general permits, one for industrial discharges and one for construction activities <br />(General construction Permit). Additionally, NPIDES Program includes the long- <br />term regulation of storm water discharge from medium and large cities (MS4 <br />Permit), The County of Orange is the primary permit holder of the MS4 Permit <br />and the City of Santa Ana is a co-permittee. <br />Short-Term Storm Water Management <br />Storm water discharges from construction sites with a disturbed area of one or <br />more acres are required to either obtain individual NPIDES pert-nits for storm <br />water discharges or be covered by a Construction General Permit, Coverage <br />under the Construction General Permit requires filing a Notice of Intent with the <br />State Water Resources Control Board and preparation of storm water pollution <br />prevention plan (SWPPP). Each applicant under the Construction General Permit <br />must ensure that a SWPPP would be prepared prior to grading and implemented <br />during construction. The primary objective of the SWPPP is to identify, construct, <br />implement, and maintain Best Management Practices (BMPs,) to reduce or <br />eliminate pollutants in storm water discharges and authorized non -storm water <br />discharges from the construction site during construction. BMPs include: <br />programs, technologies, processes, practices, and devices that control, prevent, <br />remove, or reduce pollution. <br />Long-Term Storm Water Management <br />The Mid Basin Centennial Wells Injection Well Project would be implemented in <br />the City of Santa Ana. The City of Santa Ana is a co-permittee to the County of <br />Orange NPIDES MS4 Storm Water Permit and is responsible for the <br />implementation of the permit requirements. Under the NPIDES MS4 Storm Water <br />Permit, construction projects are defined as Priority Projects or Non-Priority <br />Projects based on the type of project and/or level of development intensity, <br />Priority Projects <br />Projects that are determined to be a Priority Project are required to prepare a <br />Priority Project WQMP based on the County of Orange Model WQMP. The <br />Priority Project WQMP is required to demonstrate that a project would be able to <br />infiltrate, harvest, evapotranspire or otherwise treat runoff generated from an 85L" <br />percentile storrn over a 24 hour period. The Model WQMP requires that Low <br />Impact Development (LID) site design principles be incorporated into the project <br />to reduce and retain runoff to the maximum extent practicable. Such LID site <br />design principles include, but are not limited to, iminimizing impervious areas, and <br />designing impervious areas to drain to pervious areas. <br />M0 Basin Centennial Park j ,tdn VlProject Final EIR 5-101 <br />
