Section 5 <br />IMPACT" HWQ -4: Would the project substantially alter the existing drainage <br />pattern of the site or area, including through the alteration of the course of <br />a stream or river, or substantially increase the rate or amount of surface <br />runoff in a manner which would result in substantial erosion or siltation on- <br />or off -site? <br />Alternative 11: No Federal Action /No project <br />Under Alternative 1, the project would not be implemented. There would not be <br />any earthwork activities occurring at Centennial Park or at the Heritage Museum <br />that would expose soils to potential erosion impacts. <br />Alternative 2: Proposed Project <br />Under the Proposed Project, approximately 1.25 acres of area would be <br />disturbed to allow for the construction of the injection well vaults, water supply <br />and back flush pipelines, and shared structures. During earthwork activities <br />there would be the potential that uncovered soils on the project site could be <br />exposed to water erosion and/or wind erosion impacts. Additionally, there would <br />be the potential that construction vehicles and construction equipment could <br />transport sediment onto local streets and into local drainage systems. The <br />Proposed Project would disturb more than one acre of area and would be <br />required to obtain a Construction General Permit from the State Water <br />Resources Control Board. The Construction General Permit requires preparation <br />and implementation of a Storm Water Pollution Prevention Plan (SWPPP) and <br />the filing of a Notice of Intent with the State Water Resources Control Board. <br />With the implementation of Mitigation Measure GEQ -1 potential erosion impacts <br />would be reduced to a less than significant level. <br />Alternative 3: Reduced Intensity Alternative <br />Under Alternative 3, one less injection well and reduced amount of pipeline <br />construction would be constructed. Compared to the Proposed Project there <br />would be approximately 4,035 square feet of less soil disturbances and reduced, <br />potential for erosion impacts to occur. Even though there would be decreased <br />amount of soil disturbances, Alternative 3 would still disturb 1.15 acres of area <br />and would be required obtain a Construction General Permit. With the <br />implementation of Mitigation Measure GELD -1 potential erosion impacts would be <br />reduced to a less than significant level. <br />Alternative 4: Pipeline Design Alternative <br />Under Alternative 4, the amount of excavation and grading activity would be <br />similar to the Proposed Project. Alternative 4 would disturb more than one acre <br />of area and would be required obtain a Construction General Permit.
