The Occupational Safety and Health <br />Administration (OSHA) agency prohibits exposure of workers to excessive sound <br />levels. The Federal Aviation Administration (FAA) regulates noise of aircraft and <br />airports. Surface transportation system noise is regulated by a host of agencies, <br />including the Federal Transit Administration (FTA), Transit noise is regulated by <br />the Federal Urban Mass Transit Administration (UMTA), while freeways that are <br />part of the interstate highway system are regulated by the Federal Highway <br />Administration (FHWA). The federal government actively advocates that local <br />jurisdictions use their land use regulatory authority to arrange new development <br />in such a way that "noise sensitive" uses are either prohibited from being sited <br />adjacent to a, highway or, alternately that the developments are planned and <br />constructed in such a manner that potential noise iimpacts are minimized. <br />State Regulations <br />California Department of Health Services Office of Noise Control <br />The California Office of Noise Control has set the land use compatibility noise <br />standards for different types of land uses and has encouraged local jurisdictions <br />to adopt them. For residential development and schools, long term exterior noise <br />levels ranging up to 60 dBA CNEL are classified as normally acceptable, based <br />upon the assumption that the homes and schools are built with normal <br />convention construction practices that provide adequate sound attenuation.
