Section 5 <br />(a) Noise sources associated with construction, repair, remodeling, or grading of <br />any real property, provided said activities do not take place between the hours of <br />8:00 p.m. and 7:00 a.m. on weekdays, including Saturday, or at any time on <br />Sunday or a Federal holiday. <br />5.10.3 Thresholds of Significance <br />1. Would the project expose persons to or generation of noise levels in <br />excess of standards established in the local general plan or noise <br />ordinance, if applicable standards of other agencies? <br />2. Would the project result in a substantial temporary or periodic increase in <br />ambient noise levels in the project vicinity above levels existing without the <br />project? <br />1 Would the project result in a permanent increase in ambient noise levels in <br />the project vicinity above levels existing without the project? <br />4. Would the project expose persons to or generation of excessive <br />groundborne vibration or groundborne noise levels? <br />During the day operational noise would be subject to the City's interior and <br />exterior noise standards. However, the City of Santa Ana Municipal Code, similar <br />to most jurisdictions exempts construction noise from the indoor and outdoor <br />noise standards if it occurs between 7:0,0 a.rn, and 8:00 p.m. Monday through <br />Saturday, excluding holidays. During: the evening construction and operational <br />noise Would be subject to the City's interior and exterior noise standards. As <br />identified previously, there are several locations within the surrounding area <br />where the existing noise levels are higher than the City's noise standard. The <br />CEQA Guidelines do not define the levels at which a temporary increases in <br />existing noise levels, are considered significant As discussed previously, a noise <br />level increase of 3 dBA would be barely perceptible to the human ear, a 5 dBA <br />increase would be readily noticeable and a difference of 10 dBA would be <br />perceived as a doubling of loudness- To determine a potential significant noise <br />impact when the existing noise level is higher than the noise standard, a 3 dBA <br />increase over the existing noise level would be the threshold to determine a <br />potential significant noise impact. In cases where the existing noise level is below <br />the City's noise standard, the City's noise standard would be the threshold to <br />determine a potential significant noise impact. <br />5.110.4 Environmental Consequences <br />The proposed injection wells and monitoring well proposed in the Mid Basin <br />Centennial Park Injection Well Project would be located in underground vaults. <br />The operation of the injection wells and monitoring well would not emit any noise <br />Mid Basin Centennial Park ll�geLkj Project Final EIR 5-150 <br />'0111go <br />
