Section 4 <br />4.3 Alternatives Under Further Review <br />Through the alternative evaluation Centennial Park was selected as the preferred <br />location based an the following reasons. <br />Centennial Park is located very close to the deepest part of the local <br />groundwater table depression, which means that injecting water at this <br />location would have an immediate and significant benefit on raising the <br />depressed groundwater levels. <br />• Centennial Park is located in close proximity to OCWD MBI-1 <br />Demonstration Well and data and observations from the well would be <br />applicable and useful in the construction and operation of the monitoring <br />wells at Centennial Park. <br />Centennial Park is in close proximity to the existing GWRS pipeline <br />existing turn-out. <br />Alternative 1: (No Federal Action/No Project) <br />Under NEPA a No Federal Action Alternative must be considered and under <br />CEQA a No Project Alternative must also be considered. The No Federal <br />Action/No Project Alternative provides the basis for comparison with other <br />alternatives, as it represents a condition both current and future under which <br />nothing would be done to address the identified need and objectives for the <br />project. Ulnder the No Federal Action/No Project Alternative the project would not <br />be implemented. Centennial Park and the Heritage Museurn would continue to <br />operate as a community park and Cultural resource learning center. <br />Alternative 2: Centennial! Park Four Injection WelilHeritage Park Monitoring <br />Well (Proposed Project) <br />Under the Proposed Project, four injections wells and associated water supply <br />and back flush pipeline would be constructed at Centennial Park and a below <br />ground monitoring well would be constructed at Heritage Museum. Under <br />Alterative 2, an estimated 12 MGD of additional groundwater recharge capacity <br />would be provided to replenish the Orange County Groundwater Bassin. The <br />Proposed Project Plan is shown in Figure 3. <br />Alternative 3: Centennial Park Three Injection Wells/Heritage Park <br />Monitoring Well (Reduced Intensity Alternative) <br />Under Alterative 3, three injections wells and associated water supply and back <br />flush pipeline would be constructed at Centennial Park and a below ground <br />monitoring well would be constructed at Heritage Museum, Under Alterative 3, an <br />estimated 9 MGD of additional groundwater recharge capacity would be provided! <br />to replenish the Orange County Groundwater Basin.
