ROH — 06/07/16 <br />RESOLUTION NO. 2016 -045 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE RELOCATION PLAN FOR <br />RESIDENTIAL PROPERTY LOCATED AT 1440 E. FIRST <br />STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS <br />FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. On April 19, 2016, the City Council approved a proposal with AMCAL <br />Multi- Housing, Inc. (Developer) for the award of inclusionary housing in- <br />lieu fees for an affordable housing project called the First Street <br />Apartments (Project) located at 1440 E. First Street, and approved a <br />conditional loan commitment letter that will be contingent on the City's <br />actual receipt of the in -lieu fee payments from Heritage Village OC, LLC. <br />The Project will be an affordable housing project that will provide 69 <br />affordable units, as well as a community room and amenity spaces. <br />B. Based on California Law, when State funds are provided to a project <br />which would lead to the displacement of people from their homes and /or <br />businesses, the legislative body must approve a relocation plan with state <br />funds. <br />C. The First Street Apartments Project Relocation Plan (Relocation Plan) has <br />been prepared in conformance with applicable provisions of California <br />Relocation Assistance Law and Relocation Guidelines as well as United <br />States Department of Housing and Urban Development (HUD) <br />regulations. <br />D. This plan is required due to the necessary demolition of the existing <br />structures. All current Project occupants will need to be permanently <br />relocated. The needs and characteristics of the displaced population, <br />available relocation resources, and the Developer's program to provide <br />assistance to each affected person are general subjects of the Relocation <br />Plan. The Developer is utilizing Overland, Pacific & Cutler, Inc. as its <br />relocation consultant for the Relocation Plan and services. The Relocation <br />Plan was completed on December 18, 2015. <br />E. Current occupants that will need permanent relocation are ten (10) known <br />commercial businesses and one household as a result of the Project. <br />There is also a cell tower on the site.
