COMMUNITY DEVELOPMENT AGENCY <br />HOUSINGPROGRAM <br />Housing Development and RehabilitationVarious <br />Statement of Purpose <br />To provide quality technical and financial assistance to residents, developers, investors and non-profit organizations <br />within the residential community to ensure the enhancement of existing housing stock and construction of new quality <br />affordable housing and the promotion of homeownership opportunities. <br />The Development Services Program provides funds for the development and rehabilitation of residential units, <br />encourages owners to upgrade properties that need major building system replacement or structural repair, <br />and assists in the development of new residential units through a variety of loan programs. <br />Accomplishments in FY 14-15 & FY 15-16 <br />Ϋ Completed 11 homebuyer assistance loans, 8 owner-occupied rehabilitation loans and 7 subordinations. <br />Ϋ Issued a Request for Proposals for affordable rental housing development. <br />Ϋ Awarded a proposal to create 63 units of affordable housing. <br />Ϋ Implemented the federal HOME program to meet the goals of the Consolidated Plan and Housing Element. <br />Ϋ Implemented Neighborhood Stabilization Programs (NSP) 1, 2 & 3 in accordance with HUD guidelines. <br />Ϋ Met compliance deadline for NSP and HOME programs. <br />Ϋ Revised Mobile Home Hardship Program to include all qualified households within the City and increased eligible <br />loan amount from $5,000 to $12,000 <br />Ϋ Facilitated the acquisition and rehabilitation of affordable multi-family units located at 940 Minnie. <br />Ϋ Completed the acquisition and rehabilitation of two (2) NSP single family homes and sold to qualified households. <br />Action Plan for FY 16-17 <br />Ϋ Facilitate the acquisition, rehabilitation and construction of affordable multi-family units by housing developers. <br />Ϋ Provide financial and technical assistance for owner-occupied residential homeowners and homebuyers. <br />Ϋ Implement federal HOME guidelines to meet the goals of the Consolidated Plan and Housing Element. <br />Ϋ Implement Neighborhood Stabilization Programs 1, 2 & 3 in accordance with HUD guidelines. <br />Ϋ Oversee and implement the Housing Opportunity Ordinance and the Inclusionary Housing Fund. <br />Ϋ Partner with Code Enforcement to offer low interest loans through rehabilitation programs. <br />Ϋ <br />Continue marketing and outreach efforts to promote housing programs. <br />Ϋ <br />Increase efficiency and effectiveness through the implementation of new technology including automated inspection <br />and project tracking system. <br />ActualActualAdoptedObjective <br />PERFORMANCE MEASURES <br />FY 13-14FY 14-15FY 15-16FY 16-17 <br />Service Level <br />Program applications requested and mailed568274200200 <br />Developer acquisition / rehabilitation / construction <br />5211 <br />loans funded <br />Rehabilitation and homebuyer assistance loans funded15171510 <br />HOME compliance inspections completed215270150220 <br />Efficiency <br />% of rehab loan funds expended on work that <br />exceeds City of Santa Ana code requirements100%100%100%100% <br />Effectiveness <br />% of units inspected for HQS compliance by deadline100%100%100%100% <br />% of HOME funds committed90%95%90%90% <br /> 4-50 <br /> <br />
