REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 5, 2016 <br />TITLE: <br />AMEND COOPERATIVE AGREEMENT <br />WITH ORANGE COUNTY <br />TRANSPORTATION AUTHORITY FOR <br />EDINGER AVENUE TRAFFIC SIGNAL <br />SYNCHRONIZATION PROJECT <br />{STRATEGIC PLAN NO. 6, 1B} <br />ri u =►G <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on tat Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For__„ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to amend the cooperative agreement with <br />the Orange County Transportation Authority to implement the Edinger Avenue Traffic Signal <br />Synchronization Project extending the term by 36 months with a new expiration date of June 30, <br />2019, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On January 22, 2013, Council approved execution of a cooperative agreement with the Orange <br />County Transportation Authority (OCTA) to implement the Edinger Avenue Traffic Signal <br />Synchronization Project with OCTA as the lead agency. The project provides for <br />interjurisdictional traffic signal synchronization and improvements along Edinger Avenue from <br />Bolsa Chica Road to the SR -55 Freeway. Signal timing and improvements were accomplished in <br />February 2016, which was later than OCTA's original schedule. As a result, the cooperative <br />agreement expired on June 30, 2016, before project completion. The amendment will extend the <br />cooperative agreement by 36 months to allow OCTA to implement the required two -year <br />monitoring phase and to process the financial contributions of all participating agencies. The <br />amended agreement will expire on June 30, 2019 (Exhibit 1). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users). <br />25D -1 <br />
