Cooperative Agreement for the Santa Ana <br />Delhi Diversion Project <br />July 5, 2016 <br />Page 2 <br />system which replenishes local region aquifers. The project will also help OCWD to boost flow <br />from the OCSD system to increase source water for the groundwater replenishment system. <br />The cost of the Santa Ana Delhi Diversion Project design, construction, and 20 -year <br />maintenance is estimated at $9.4 million. In addition to a $2,572,875, Measure M2 Grant from <br />the Orange County Transportation Authority, the cooperative agreement identifies the cost share <br />for each participating party as follows: <br />Funding Source <br />Commitments <br />Measure M2 Grant <br />$2,572,875 <br />Orange County Water District (construction only) <br />$1,000,000 <br />County of Orange and OC Flood Control District <br />$1,600,000 <br />City of Newport Beach <br />$1,500,000 <br />City of Costa Mesa <br />$600,000 <br />City of Santa Ana <br />$1,900,000 <br />Irvine Ranch Water District (design and construction only) <br />$195,000 <br />Total Commitments <br />$9,367,875 <br />The City of Santa Ana will lead the design and construction of the Project. Upon completion, the <br />parties will jointly share in the future cost of the operation and long -term maintenance of the <br />Project which will be performed by CO and OCFCD. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />ENVIRONMENTAL IMPACT <br />A mitigated Negative Declaration was certified by the City Council on May 3, 2016 for this project. <br />FISCAL IMPACT <br />The City of Santa Ana funding is available in the Federal Clean Water Protection Enterprise <br />Fund (Account No. 05717640 - 66220). The cooperative agreement recommended for approval <br />will bind all cities and agencies to forward their share of funding to the City of Santa Ana before <br />the start of construction, with the exception of the Measure M2 Competitive Grant and OCWD, <br />which will be on a reimbursement basis. <br />25G -2 <br />
