Authorize the City Manager and the Clerk of the Council to award and execute a construction <br />contract to Pacific Tennis Courts Inc., the lowest responsible bidder, in accordance with the <br />base bid plus Additive Alternates 1 and 2 in the amount of $263,010, for the term beginning <br />upon execution of the contract and ending upon project completion, for construction of the <br />Riverview, Cabrillo, and Windsor Parks Court Resurfacing Project, subject to nonsubstantive <br />changes approved by the City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $315,620, <br />which includes the contract base bid plus Additive Alternates 1 and 2, administration, <br />inspection, testing, and a $26,301 contingency. <br />DISCUSSION <br />The tennis courts at Cabrillo and Windsor Parks, and the basketball court at Riverview Park, are <br />not in use due to fractured and uneven surfaces, damaged or missing sidewalks, and broken <br />fences or gates, which create unsafe conditions to the public (Exhibit 1). Resurfacing and repairs <br />will restore recreation programming of the tennis courts at Cabrillo and Windsor Parks, and at the <br />Riverview Park basketball court. The project will also replace or add sidewalks, as needed; <br />construct new curb ramps; and repair or replace chain link fences and gates. <br />Due to the uncertainty of the cost to complete all needed work in comparison to the limited funds <br />available, staff designed the project with base improvements to ensure a project could be <br />awarded, but with additional work identified as "alternates" to consider up to the maximum limit of <br />available funds. Therefore, Additive Alternates 1 and 2 were included to repair the Riverview <br />Park parking lot pavement, and install new striping and wheel stops. Once completed, these <br />improvements will enhance the appearance and usability of the parks. <br />23A -1 <br />
