THE BYLAWS OF THE <br />HISTORIC RESOURCES COMMISSION <br />OF THE CITY OF SANTA ANA <br />1. MEETINGS <br />Exhibit "A" <br />a. The Historic Resources Commission shall meet quarterly on the first <br />Thursday in January, April, July and October at 4:30 p.m. at City Council <br />Chamber, 22 Civic Center Plaza, Santa Ana, California. In the event any <br />regular meeting falls on a holiday, the regular meeting shall be held the next <br />business day at the same hour prescribed hereinabove. A regular meeting <br />may be adjourned to a time and place designated by the Chairperson. <br />b. Matters requiring special study may be agendized by city staff or continued to <br />a Special Study Meeting upon a vote of the Commission. <br />c. The Chairperson is empowered to re -organize the agenda order at his/her <br />discretion. <br />d. As to each matter before the Commission, the Chairperson shall state the <br />matter before the Commission. Staff shall present the staff report and <br />recommendation. The Historic Resources Commission Secretary shall inform <br />the Commission of any correspondence received related to the subject <br />matter. <br />2. QUORUM <br />A majority of the Commission shall constitute a quorum for the action of <br />business. <br />3. CONDUCT OF PUBLIC HEARINGS <br />a. The Chairperson will open the public hearing, recognize all parties <br />speaking in favor of, or opposed to, the matter, then recognize the <br />applicant. <br />b. No person, other than the applicant or the applicant's designee, <br />addressing the Commission shall speak more than three minutes, unless <br />so authorized by the Chairperson. <br />Resolution No. 2016-01 <br />Page 3 of 12 <br />
