E. The PHA must resolve all outstanding civil rights matters prior to the application <br />deadline. Applicants having any of the charges, cause determinations, lawsuits or <br />letters findings referenced in Section V.B.1(a) of the FY2016 General Section of the <br />Notice of Funding Availability that have not been resolved to HUD’s satisfaction <br />before or on the application deadline date are ineligible for funding consideration. <br />Examples of actions that may be considered sufficient to resolve such matters can be <br />found in the General Section of the NOFA which can be found at: <br />http://portal.hud.gov/hudportal/documents/huddoc?id=2016nofa-gensec.pdf. HUD <br />Headquarters will contact the applicable HUD local field office for this information. <br /> <br />7. Scored Factors: A maximum of 85 points may be awarded. <br /> <br />A. Participation in the Enhanced Use Lease (EUL) Program: In order to receive <br />points under this scored category, applicants must submit a project-specific <br />application. No points under this category will be awarded to applicants that intend <br />to select a project after the award announcement. The PHA must indicate if the <br />project is part of an EUL program. Please note that a PHA’s selection of an EUL site <br />meets the alternative competitive selection requirements under 24 CFR 983.51(b)(2). <br />The means of selection must be consistent with the PHA’s administrative plan. More <br />information on the EUL program can be found at <br />http://www.va.gov/AssetManagement/ <br /> <br />25 points: The project is being developed in coordination with the EUL program. <br />0 points: The project is not associated with the EUL program. <br /> <br />B. Relative Need: Number of Veterans experiencing homelessness. HUD and the VA <br />will rate this factor based on an analysis of homeless veteran data, provided by local <br />CoCs and VAMCs in the geographic area of the proposed or anticipated PBV project. <br />HUD and VA will determine the level of need by the number of homeless veterans, <br />with an emphasis on chronically homeless veterans, in the project’s geographic area <br />and the number of permanent supportive housing resources in the area available to <br />address the need. HUD and VA will divide applications into three levels of need <br />based on the available data. HUD will use the proposed or anticipated project <br />information supplied requisite to part 4(B)(iii)(b) and (c) of this Notice to score <br />this category. If, after receiving an award, the PHA selects a project outside of <br />the CoCs considered under this scoring factor, funds for those units will be <br />rescinded. <br /> <br />30 points: Very high need is determined <br />15 points: High need is determined <br />5 points: Medium need is determined <br /> <br />C. Relative Need: Affordable Housing. HUD and VA will rate this factor based on the <br />availability of affordable housing in the neighborhood of the proposed or anticipated <br />project. HUD and VA will divide applications into three levels of need based on the <br />7-10
