City of Santa Ana CDBG Scope of Work Program Year 2016-17 (July 1, 2016 - June 30, 2017) Name of Organization Public Law Center Name of Funded Prograr Healthy & Livable Mobilehomes and Apartments Annual Accomplishment Goal Unduplicated Participants anticipated to be served du rin the 12 -month contract period. 41 TOTAL 41 Santa Ana Participants 100% 411 Low Income Participants 100% Program and Funding Description The Public Law Center (PLC) will educate and represent low income tenants in Santa Ana regarding their right to a habitable dwelling. PLC will also educate and represent low income mobile home owners regarding their ownership rights. The services will be provided on a daily walk in and appointment basis and, if necessary, will be provided at the resident's apartment or mobile home. PLC will prepare answers for low-income tenants living in slum housing who are being evicted by their landlord. PLC will file habitability complaints on behalf of tenants and coordinate with the Santa Ana code enforcement agency to ensure that the homes of our clients are properly inspected and repaired. PLC will represent low-income tenants, living in slum housing, in unlawful detainers and affirmative cases to ensure that the tenant's home is properly repaired. PLC will represent clients when the park owners breach their contract in affirmative suits. PLC also will educate low-income individuals, groups, and community based organizations on California Habitability Law and Mobile Residency Law and strategies to convince landlords to create better conditions at the mobile homes and to retain equity values.
