Agreements for Rotational Towing and Storage Services <br />August 16, 2016 <br />Page 2 <br />DISCUSSION <br />The Santa Ana Police Department routinely encounters the need to have vehicles towed or <br />stored for a variety of reasons and depends upon private sector partners skilled in the area of <br />towing operations to accomplish this objective. The City intends to contract with five tow <br />companies to provide necessary towing services on a rotational basis. Towing services may <br />include, but are not limited to, towing vehicles from public or private property at the direction of <br />Police employees, owner's request for a tow made via the Police Department, the storage of <br />vehicles, the secure storage of vehicles containing evidentiary value, debris clean -up and <br />removal, recovery services and administrative oversight of vehicles in the custody of the <br />contractor. <br />On March 31, 2016, the Police Department issued a request for proposals (RFP No.16 -051) for <br />police rotational towing and storage services. On April 13, 2016 a pre - proposal meeting was <br />conducted and on May 5th, 2016 the City received proposals from five firms. To N Mo, California <br />Tow, B &D Tow, Metro Pro and Hadley Tow each submitted proposals for consideration. <br />An evaluation committee consisting of representatives from the Police Department Traffic <br />Division reviewed and rated the five proposals. The proposals were evaluated according to <br />Responsiveness to RFP (25 %), Vehicle Inspections (25 %), Site Inspections (25 %) and Interview <br />Score (25 %). The results of the RFP evaluation are as follows: <br />Vendor <br />Points / Score <br />To N Mo <br />237/96.8% <br />B &D Tow <br />227/94.3% <br />Metro Pro <br />207/85.5% <br />California Tow <br />200/83.8% <br />Hadley Tow <br />198/80.3% <br />Max Points 300 <br />The Police Department proposes to enter into a three -year agreement with To N Mo, California <br />Tow, B &D Tow, Metro Pro and Hadley Tow. All of these companies are Santa Ana based <br />businesses and either have been accommodating, professional and consistent in their towing <br />services, or are capable of providing professional towing and storage services to the Santa Ana <br />community. <br />Fees for towing and storage services are established under the City's miscellaneous fee <br />schedule. Those fees are based upon fees for towing and storage services surveyed throughout <br />the County and are compliant with industry standards. <br />25F -2 <br />
