This initiative was <br />designed to enhance the domestic preparedness of urban areas by ensuring that all emergency <br />first responders have adequate and appropriate equipment and training to prevent, respond to, <br />and recover from acts of terrorism. Santa Ana has been designated as an Urban Area Core City <br />since 2003. As such, for selected grant years, Santa Ana is the fiduciary for the region and <br />25H -1 <br />
