Santa Ana Arts Future <br />Community Arts and Cultural Master Plan <br />2. Infrastructure for the Arts <br />Goal, Woe* collectively towards a robust infrastructure for the arts in Santa Ana inclusive of <br />City policy, staffing, and sustained funding, <br />There are generally recognized best practices for developing arts policy and programming and <br />defining the roles in these specific areas for City Council, the Arts Commission, and any other <br />advisory peer panels or taskforces. See the Appendix for a profile of local arts agencies. <br />Recommendation 2.1: Organize the City arts program and organizational structure in alignment <br />with best practices in the local arts agency field. <br />The following represents standard practices in the arts and cultural field for defining the <br />respective roles of: <br />• Mayor's Office and City Council <br />o Appoints Arts Commission members <br />o Authorizes budgets for arts and cultural programs <br />o Approves arts policies and arts program guidelines <br />o Authorizes contracts for grants and arts services <br />o Responds to citizen input and concerns <br />o Qualifications: <br />• City residency <br />• Overall vision for the City <br />• Elected by the citizens <br />Arts Commission <br />The Arts Commission is a seven -member Commission appointed by the City Council <br />and Mayor. They act in an advisory capacity to the City staff and City Council and are <br />not a policy -setting body. The budget is appropriated by the City Council. The Arts <br />Commission: <br />o Articulates vision for arts and cultural development <br />o Recommends policy and program guidelines to City elected and appointed <br />officials <br />o Recommends grant allocations, public art selections, etc. <br />o Ensures appropriate citizen participation in arts programs <br />o Qualifications: <br />• City residency <br />• Civically engaged <br />• Passionate about the arts <br />• General knowledge of the arts <br />24 <br />M�l• <br />
