Santa Ana Arts Future <br />Community Arts and Cultural Master Plan <br />4. Communitywide Access and Engagement <br />Goal. Support and expand arts and cultural programming that engages all populations <br />thraurghout the community. <br />Santa Ana residents have a high level of personal participation in artistic and creative activities. <br />The community attends museums, neighborhood festivals, arts exhibits and craft shows, <br />performances at nontraditional and traditional venues, and most importantly, engages in <br />creative activities in their homes. However, residents would like to see even more opportunities <br />available for themselves and their children. Residents expressed the desire and need for more <br />affordable opportunities for families to participate in classes, workshops, and events in their <br />own neighborhoods; for responsive and relevant programming for people of different <br />backgrounds, ages, and abilities; and for more experiential programming <br />Community arts programming can span a variety of genres (general interest, hands-on <br />learning, participatory activities, etc.) and provide opportunities for cultural activity for residents <br />of all ages. Often we associate community arts programs with educational offerings, but they <br />can also encompass neighborhood, intergenerational, and cross-cultural activities like dances, <br />music making, and exhibitions. The goal is to create reasons for people to come together and <br />share participation in activities that connect cross sections of people through common <br />interests. <br />Local arts agencies around the country provide programming to residents and visitors in <br />several ways. Many cities use a "contract for services" process that funds community groups <br />and arts organizations through a grants program for neighborhood festivals and celebrations. <br />In this way the City supports programs rather than produces or presents them. The City can <br />provide logistical support with permits and navigating City processes. In other cases, the local <br />arts agency may actually administer a program - for example, a public art program. <br />Alternatively, the local arts agency might "incubate" a program, such as a multicultural or <br />international arts celebration, with the intention of eventually spinning it off to an outside <br />agency. <br />Citywide events, programming, and festivals provide municipalities with opportunities to serve <br />large numbers of constituents, present local artists and creativity, celebrate cultural heritage <br />and amplify the identity of a community. This is best accomplished through consistent <br />investment and a partnership between the City and the community. <br />Festivals are intended to attract a consortium of interests from local artists and arts <br />organizations (and associated local interests such as SAUSD) to corporate sponsors and <br />advertisers, as well as public and private foundations. <br />Smaller scale festivals, over a day or a weekend, are highly effective in unifying a city's cultural <br />resources to address the goals of community celebrations. The results from this plan's survey <br />and research highlight the community's desire for opportunities to showcase local artists, the <br />traditional arts, the history and heritage of community groups, and events that directly address <br />significant social issues in Santa Ana such as youth education.
