Effective September 30, 2014, funds administered by the State of California, reimbursing the <br />personnel costs of the ProAct Task force were reallocated in support of other state programs. <br />The ProAct Task Force continues its investigative and responsive efforts with remaining <br />personnel,, of participating agencies who are committed to the mission of the ProAct Task <br />Force. <br />A. ProAct Task Force Council <br />The ProAct Task Force Council provides direction, guidance, and input for the law <br />enforcement operations of the team, The Council is comprised of members of the <br />participating agencies, whose personnel are currently assigned to the ProAct Task Force, <br />See Exhibit A, "ProAct Task Force Council". <br />This MOU will remain in effect for one year, and renewed annually. The ProAct Task Force <br />Council may modify or terminate this agreement at any time, or any article of the agreement <br />by a two-thirds (2/3) vote of the quorum, and will meet on a quarterly basis to address the <br />affairs of the program. <br />IV. OPERATIONAL GUIDELINES <br />A. Site Location <br />The site of this task force shall be at an undisclosed location within the city of Santa Ana, <br />California. <br />B. Structural Command: <br />1. The Program Manager will be a designee from the Orange County Sheriff's <br />Department with sufficient rank level to provide wide-ranging operational authority. The <br />Program Manager will report directly to the Council on all matters of ProAct'fask Force <br />concern. <br />2. The Operations Manager will be a designee from one of the participating agencies with <br />sufficient rank level to be responsible for the management responsibilities of the <br />program. The Operations Manager will be directly accountable to the Program <br />Manager. <br />3. The Administrative Manager will be a non -sworn designee from the Orange County <br />Sheriffs Department and is responsible for all financial aspects of the program. The <br />Administrative Manager will be accountable to both the Operations and Program <br />Managers. <br />C. Supervision <br />Supervision of the team will be provided by a Sergeant, as a working member of the ProAct <br />Task Force. Selection of the Supervisor will be based upon level of expertise, past work <br />performance, and availability. Selection of the Supervisor will be from qualified members <br />provided by participating agencies, This selection will be the responsibility of the Program <br />Manager and Operations Manager, with the concurrence of the ProAct Task Force Council. <br />D.
