DISCUSS AND PROVIDE STAFF DIRECTION ON SHIFT DIFFERENTIAL PAY <br />FOR PATROL OFFICERS AND LONGEVITY PAY FOR POLICE OFFICERS <br />WHO HAVE BEEN WITH THE SANTA ANA POLICE DEPARTMENT FOR <br />MORE THAN 15 YEARS — Mayor Pulido <br />Councilmember Tinajero, inquired as to the term of the contract with the Santa <br />Ana Police Officers Association (POA). <br />City Manager Cavazos, indicated that City has 2 year Memorandum of <br />Understanding agreement that was approved last year; negotiations for new <br />contract will begin in late December or January; noted that recent salary survey <br />revealed that officers are not highest or lowest paid but average; many lateral <br />transfers into the City, retirements are at all time low; opined that opportunity to <br />negotiate compensation is with upcoming contract. <br />Councilmember Tinajero, reflected on City Council relationships with former <br />POA Presidents; noted that compensation is bound by economy; salaries need <br />to be sustainable and City Council needs to be accountable; noted concessions <br />CITY COUNCIL MINUTES 16 AUGUST 16, 2016 <br />1 0A -16 <br />
