Authorize payment in the amount of $29,741.94 for transportation /traffic planning and <br />engineering services rendered and invoiced between April 6, 2016 and September 5, <br />2016. <br />2. Authorize the City Manager and the Clerk of the Council to execute an agreement with <br />Nelson \Nygaard to continue transportation /traffic planning and engineering services for <br />development of the Safe Mobility Santa Ana Plan, for a one -year period beginning <br />September 6, 2016 through April 5, 2017, with no change to the original scope of work, <br />and no change to the original $360,000 not -to- exceed amount for the professional services <br />subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Addressing the safety of our transportation system has been identified as a priority and <br />immediate necessity for the City of Santa Ana. On April 7, 2015, City Council directed staff to <br />execute an agreement with Nelson \Nygaard to evaluate City -wide traffic safety for the Safe <br />Mobility Santa Ana (SMSA) plan. On November 17, 2015, City Council amended the agreement <br />and expanded the scope of work. The amended agreement was in an amount not to exceed <br />$360,000. However, it did not include extending the termination date of the contract, which <br />expired in April 2016. Since then Nelson \Nygaard has continued to work with staff to analyze the <br />collision data and develop recommendations to address collision patterns in the City. Staff <br />discovered the absence of the agreement and is now requesting approval to pay for work <br />completed through September 5, 2016 in the amount of $29,741.94. <br />In addition, extension of this agreement will allow Nelson \Nygaard to complete development of <br />the SMSA plan and recognize the ongoing work.
