REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 20, 2016 <br />TITLE: <br />REQUEST FOR QUALIFICATIONS <br />FOR COMMUNITY HOUSING <br />DEVELOPMENT ORGANIZATIONS <br />(STRATEGIC PLAN NO 5, 3) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Receive and file. <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on tat Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting on August 24, 2016, by a vote of 4:0 (Garcia and Gomez absent), the <br />Community Redevelopment and Housing Commission recommended that the City Council <br />receive and file the action. <br />DISCUSSION <br />The City of Santa Ana annually receives federal grant funds through the HOME Investment <br />Partnerships Program (HOME) for the development of affordable housing. The U.S. Department <br />of Housing and Urban Development (HUD) has commitment deadlines for these HOME funds <br />that require grant funds to be committed within two years from the date of their original allocation. <br />In addition, the HOME regulations require that participating jurisdictions (PJs) set -aside at least <br />15 percent of their HOME allocation for housing that is developed, owned, or sponsored by <br />Community Housing Development Organizations (CHDO). A CHDO is a nonprofit, community - <br />based organization with the capacity to develop affordable housing for the community. In order to <br />qualify for designation as a CHDO, the organization must meet the requirements pertaining to <br />their legal status, organization structure, capacity, and experience as required by the HOME <br />regulations. <br />The City of Santa Ana has provided organizations an opportunity to apply for the CHDO funds <br />under prior Request for Proposals. However, the selected projects were unable to qualify or fully <br />use the CHDO funds made available. In order for the City to fully use these HOME funds and <br />meet HUD's commitment deadlines, a Request for Qualifications (RFQ) for CHDOs is scheduled <br />for September 26, 2016, for affordable rental and ownership housing in Santa Ana (Exhibit 1). <br />The RFQ will qualify and certify CHDOs in order to place them on an on -call list.
