Authorize the City Manager and Clerk of the Council to execute a Cooperative Agreement <br />with the Orange County Transportation Authority, for the term beginning upon execution by <br />the Orange County Transportation Authority Board of Directors and ending upon Orange <br />County Transportation Authority project acceptance, in the amount of $500,000 with a <br />required City match of $1,250,000, subject to non - substantive changes approved by the City <br />Manager and City Attorney. <br />2. Approve an appropriation adjustment to recognize Arterial Pavement Management Program <br />grant funds in the amount of $500,000 into the Select Street Construction revenue account <br />and appropriate the same in the expenditure account. <br />DISCUSSION <br />The City of Santa Ana and the Orange County Transportation Authority (OCTA) desire to enter <br />into a Cooperative Agreement (Exhibit 1) to define the roles and responsibilities related to the <br />funding between OCTA and the City for construction of the Fairview Street Pavement <br />Maintenance Project from Segerstrom Avenue to the North City Limit. <br />On November 18, 2014, the City Council adopted Resolution No. 2014 -079 which authorized <br />submission of applications to OCTA for grant funds under the Arterial Pavement Management <br />Program. The applications included three pavement maintenance projects: Warner Avenue from <br />the West City Limit to Grand Avenue, First Street from Newhope Street to Main Street, and <br />Fairview Street from Segerstrom Avenue to the North City Limit. At the time of application, <br />federal funding was available through the Regional Surface Transportation Program (RSTP), <br />under the Moving Ahead for Progress in the 21st Century (MAP -21) Federal Transportation Act. <br />20B -1 <br />
