NO. 16 -101) <br />(STRATEGIC PLAN NO. 1,5) <br />c C(nI <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on IstReading <br />❑ <br />Ordinance on 2n °Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />Authorize a one -time purchase and payment of purchase order to Remotec for the purchase of <br />necessary upgrades to the Orange County Sheriff's Department (OCSD) Bomb Squad robot in <br />the amount of $70,260, subject to non - substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security, Office of Grants and Training have <br />developed the Urban Areas Security Initiative (UASI) funding program. This initiative is designed <br />to enhance the domestic preparedness of urban areas by ensuring that all emergency first <br />responders have adequate and appropriate equipment to prevent, respond to, and recover from <br />acts of terrorism. Santa Ana has been designated as an Urban Area Core City since 2003. As <br />such, for selected grant years, Santa Ana is the fiduciary for the region and manages projects <br />which include, providing training and procuring equipment utilized by the 34 jurisdictions in <br />Orange County. <br />In fiscal year 2004, the Anaheim /Santa Ana UASI Offices purchased a Remotec F6A robot for the <br />Orange County Sheriff's Department ( "OCSD ") Bomb Squad using Federal Department of <br />Homeland Security Urban Areas Security Initiative Grant funds. The robot is used exclusively by <br />the OCSD and is an integral part of the Bomb Squad's mission and capabilities when responding <br />to suspicious device /objects calls throughout the Orange County Operational Area. The City of <br />Santa Ana Police Department benefits from its deployment, when the need arises from a call in <br />the City. Its deployment continually enhances the safety of all first responders throughout the <br />County. <br />22D -1 <br />
