REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 20, 2016 <br />TITLE: <br />AGREEMENT ACCEPTING 2016 <br />EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT FUNDS <br />{STRATEGIC PLAN NO. 1, 3B} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with the <br />Orange County Sheriff's Department for the period of August 23, 2016 through September 30, <br />2019, accepting 2016 Edward Byrne Memorial Justice Assistance Grant program funds in the <br />amount of $90,189.19, subject to non - substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />The 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal <br />criminal justice funding to state and local jurisdictions. It is a formula grant that blends the <br />previous Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs. JAG <br />requires a single unit of county government to function as the applicant/fiscal agent to apply for, <br />receive, and administer the funds on behalf of the entire County. A memorandum of <br />understanding designated the County of Orange, Sheriff - Coroner Department as the lead <br />agency for this program. <br />For Fiscal Year 2016, $99,109 has been allocated for Santa Ana. JAG also allows the fiscal <br />agent for each county to use a portion of the award for costs associated with administering the <br />funds. The Orange County Sheriff - Coroner Department will retain $8,919.81 (9.0 percent) for <br />administrative fees. <br />The remainder of the funds in the amount of $90,189.19 will be utilized by the Police Department <br />for overtime to augment gang enforcement operations, enhance educational opportunities, and <br />enhance community policing efforts. A major component of the Police Department's Community <br />Oriented Policing Program is educational opportunities offered to residents. In addition, funding <br />25H -1 <br />
