Attachement A X016 JAG EXPENDITURE f_QM 2016- DJ -,BX -0746 <br />PROGRAM NARRATIVE <br />General Description of Program Activities: <br />The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is a major source of federal criminal <br />justice funding to state and local jurisdictions. The JAG funds support programs in law enforcement; <br />prosecution and court, Including indigent defense; prevention and education programs; corrections and <br />community corrections; drug treatment and enforcement; planning, evaluation, and technology improvement <br />and crime victim and witness. The County of Orange has been certified as disparate; therefore, a <br />jurisdictional application must be submitted on behalf of the eligible units of local government for which the <br />applicant and fiscal agent is the County of Orange. The Bureau of Justice Statistics uses a formula for the <br />allocations which is based on the JAG formula, population and Part 1 violent crime statistics as reported <br />through the UCR by the FBI. <br />The Sheriff's Department will provide oversight for the grant; write the application and submit it to US DOJ; <br />the application will include a Standard Form 424, program narrative, budget and budget narrative, review <br />narrative, abstract and Memorandum of Understanding (MOU). The Department will also obtain approval <br />from CEO, County Counsel, & the Board of Supervisors; and will communicate with all parties involved <br />throughout the grant process, Quarterly financial reports, performance metrics and annual progress reports <br />are required for the life of this grant. Technical assistance to meet compliance will also be provided to each <br />grantee as necessary to achieve successful outcomes. Locally, JAG funds will be utilized to support a broad <br />range of activities to prevent and control crime. <br />25H -8 <br />
