Factoring and averaging in Thefts and Property Crimes distorts the <br /> true Violent Crime Picture because now Thefts and Property Crimes are utilized in <br /> averaging down Violent Crime Data thus skewing the true violent crime picture in our <br /> community. If the city manager is going to provide this information, FBI Index, then it <br /> should be properly disclosed, accurate and complete. His graph is neither. Utilizing the <br /> "Exhibit 1 - Attachment A" he provided, the number illustrated for 2010 is different on <br /> the Attachment A from his graph (2378 vs. 2493). Also, the Exhibit 1 has data for 2015 <br /> but why is it not included in the graph?
