Memorandum of Understanding (MOU) <br />Pursuant to the <br />Workforce Innovation Opportunity Act of 2014 (WIOA) <br />A, PARTIES <br />The parties to this Memorandum of Understanding (MOU) are the Mayor and City Council of the <br />City of Santa Ana, the Santa Ana Workforce Development Board (WDB), and Cornerstone <br />Solutions, Inc. — Job Corps Services (AJCC Partner). <br />B. PURPOSE <br />The Workforce Innovation and Opportunity Act (WIOA) requires that a MOU be developed and <br />executed between the Local Board and the American's Job Center of California (AJCC) partners to <br />establish an agreement concerning the operations of the AJCC delivery system. The purpose of the <br />MOU, is to establish a cooperative working relationship between the parties and to define their <br />respective roles and responsibilities in achieving the policy objectives. It serves to establish the <br />framework for providing services to employers, employees, job seekers and others needing workforce <br />services. <br />California's one -stop delivery system, the AJCC, is a locally -driven system which develops <br />partnerships and provides programs and services to achieve three main policy objectives established <br />by the California Workforce Development Strategic Plan, which includes the following: <br />1. Foster demand -driven skills attaimnent <br />2. Enable upward mobility for all Californians <br />3. Align, coordinate, and integrate programs and services <br />These objectives will be accomplished by ensuring access to high - quality AJCC that provide the full <br />range of set-vices available in the community for all customers seeking the following: <br />1. Looking to find a job. <br />2. Building basic educational or occupational skills. <br />3. Earning a postsecondary certificate or degree. <br />4. Obtaining guidance on how to make career choices. <br />5. Seeking to identify and hire skilled workers. <br />C. LOCAL /REGIONAL, VISION STATEMENT, MISSION STATEMENT, AND GOALS <br />Santa Ana's vision rests on integrating current and future resources through its WDB partners. <br />Integration suggests more than partnering or assembling multiple funding sources. It means making <br />certain that all elements of the workforce support system work together to create synergy for its target <br />populations by offering inviting and seamless services, wherever a client enters the system. <br />Santa Ana's vision also embraces the future, as all visions should. It spawns new industries and <br />clusters and changes old ones. It generates fresh workforce opportunities in the process. The Santa <br />Ana WDB's strategic plan rests not only on strengths of its current industrial base, but also the <br />demands of emerging business and economic trends. <br />25A -4 <br />
