Authorize the City Manager and Clerk of the Council to execute an agreement with HdL <br />Coren & Cone ("HdLCC") for Secured and Unsecured Property Tax Revenue auditing <br />services for an initial two-year term beginning January 1, 2017 through December 31, <br />2018, for an amount not to exceed $28,250 annually, with a provision for one one-year <br />extension exercisable by the City Manager and the City Attorney, in an amount not to <br />exceed $28,250 subject to non -substantive changes approved by the City Manager and <br />the City Attorney. <br />2. Authorize the City Manager and Clerk of the Council to execute an agreement with HdL <br />Software LLC ("HdL") for Hotel Visitors' Tax Revenue Auditing services for an initial two- <br />year term beginning January 1, 2017 through December 31, 2018, for an amount not to <br />exceed $73,500 annually, with a provision for one one-year extension exercisable by the <br />City Manager and the City Attorney, in an amount not to exceed $73,500 subject to non - <br />substantive changes approved by the City Manager and the City Attorney. <br />On February 11, 2016 a Request for Proposals (RFP No. 16-022) for Revenue Auditing, <br />Recovery, Reporting, Analysis, and Legislative/State Agency Liaison and Implementation <br />Monitoring services for Property Tax and Hotel Visitors' Tax was released. Specifically, RFP No. <br />16-022 requested the following services to be provided: Medical Marijuana Auditing Services; <br />Sales & Use Tax and Utility Users' Tax Compliance, Auditing and Consulting services; and <br />Property Tax (secured and unsecured) and Hotel Visitors' Tax Compliance, Auditing and <br />Consulting services. Accordingly, Staff developed a phased approach in selecting and <br />presenting for City Council consideration the auditing services for the City's top General Fund <br />revenue sources.
