Agreement with Hinderliter, de Llamas & Associates <br />October 18, 2016 <br />Page 3 <br />Hotel Visitors' Tax <br />The Hotel Visitors' Tax (HVT) is imposed on paying individuals for the privilege of occupancy in <br />lodging establishments, such as, hotels, motels, inns, etc. within the City staying 30 days or less <br />in the amount of 11%. Currently, there are 37 establishments within City limits that collect HVT <br />consisting of 9 hotels, 18 motels and 10 inns. <br />Both revenue sources play an integral part in funding general services the City provides to the <br />community of Santa Ana. As such, the Request for Proposals (RFP No. 16-022) for Revenue <br />Auditing was released and posted on the City's online bid management and publication system. <br />Two proposals were received. They were subsequently reviewed by a three-member committee <br />comprised of staff from Finance & Management Services Agency and the Community <br />Development Agency. <br />As a result, each of the responding consultants were interviewed and evaluated based on the <br />following criteria: 1) qualifications; 2) experience; 3) proposed scope of services and time of <br />performance; 4) client references, and; 5) cost of providing services. The proposals were ranked <br />accordingly, as follows: <br />Property Tax <br />Rank I Firm <br />Average Score out of 100) <br />1 Hinderliter, de Llamas & Associates <br />95 <br />2 MuniServices, LLC <br />90 <br />Hotel Visitors' Tax <br />Rank <br />Firm <br />Average Score (out of 100 <br />1 <br />Hinderliter, de Llamas & Associates <br />97 <br />2 <br />MuniServices, LLC <br />86 <br />The proposals submitted by HdL were found to be most responsive to the City's needs, offers the <br />best value, and is appropriate for the services requested. HdL's strong qualifications, experience <br />and client references as well as an appropriate proposed scope of services and time of <br />performance will provide a flexible and cost-effective auditing program. HdL's staff has extensive <br />experience in implementing both Property Tax and Hotel Visitors' Tax audit programs for <br />comparable California cities, including but not limited to: Long Beach, Orange, and Huntington <br />Beach among others. <br />As part of the submitted Property Tax proposal and agreed terms for the Property Tax auditing <br />services, HdL will provide the following services: <br />1. Property Tax reporting services including, but not limited to: City Property Tax <br />Roll Summary, top 40 net taxable change history, top 40 value change listing, <br />25B-3 <br />
