However, hand tools shall not be used to remove adherent mill scale, rust, and paint. <br />Mill scale, rust, and paint are considered adherent if they cannot be removed by lifting <br />with a dull putty knife. Instead, the contractorshall usethe methods outlined in SSPC -SP1 to <br />remove adherent mill scale, rust, and paint before using hand tools to clean and remove visible <br />oil, grease, soluble residues, salts and other loose foreign matter.
